After you excavated the soil, you will need to have some drain rock at about 2” or 2-1/2” thickness, compact it at 90%, then used about 1-1/2” decomposed granite on top of the drain rock and also compacted to 90%, at this point, your sub base surface should be solid and smooth enough to lay turf on top of it.
